Computing Elementary Aggregates in the Swedish Consumer Price Index
Abstract:This report presents the philosophy and approach taken by Statistics Sweden in revising the computation methods for elementary (lowest level) aggregates in its Consumer Price Index (CPI). A distinction is made between (a) the ideal definition, (b) the operational parameter and (c) the estimator of the elementary aggregate. Different alternatives for operational parameters are discussed with respect to their approximation properties and performance with respect to Fisher-type tests. One of these tests, the permutation test, is new. The parameter which was adopted in the Swedish CPI in 1990 is presented; this parameter has not, as far as we know, been used earlier.
