New Directions in Census Training

Abstract:The United States decennial census of population and housing poses unique challenges for the training of enumerators. In 1990, approximately 449 district offices and 400,000 temporary workers will be required to complete all phases of the census. Because of the complexity of the census and diversity of the work force, a major concern is the delivery of standardized training across the United States. This paper describes approaches for training a dispersed work force that have been under development during the past 10 years at the United States Census Bureau. The rationale for different approaches, results of evaluation, and plans for the future are also discussed.
