Developing Bilingual Questionnaires: Experiences from New Zealand in the Development of the 2001 Mäori Language Survey

Abstract:This article describes a dual development approach to the design of bilingual questionnaires, as used by New Zealands statistical agency. The article compares this dual-development approach with traditional translation practices. Using experiences from the development of a Mäori language survey, the article considers ways in which this methodology can be useful in identifying problems with structural, conceptual and cultural equivalence. Practical issues relating to costs and technical review are also discussed.
