Impact of Title I Formula Factors on School Year 2000-2001 State Allocations

Abstract:Title I, Part A Grants to Local Educational Agencies is the single largest Federal elementary and secondary education program. Funded at 7.9 billion USD for school year (SY) 2000-2001, this program provides financial assistance through states to school districts and schools with high numbers or percentages of poor children to improve the teaching and learning of children who are at academic risk. The formula used to allocate Title I funds for this program relies on the interplay of several factors. This article analyzes the impact that each of these factors has on state-level allocations for SY 2000-2001 and on the amount that each state receives per child counted in the Title I formula.
