Abstract:In the context of a population census employing estimation for undercoverage, we propose a method for constructing an estimation file that can be used for tabulations as if the file were a complete enumeration of the population. Such a data file is said to be transparent. Using data from the 1995 United States Test Census, we construct a transparent file and compare the person estimates for small areas to the corresponding synthetic estimates.
Keywords:Post enumeration survey; regression; raking; controlled rounding; transparent file.
